It was jointly organized by the city of Chefchaouen, UCLG Africa, two UCLG working groups on intermediary cities and local economic development, and FAMSI(the Andalusian Fund of Municipalities for International Solidary), and counted on the technical and financial support of the International Labor Organization (ILO). The main topic were the challenges of urbanization in urban –rural policies, rural-urban territories and sustainable economic development, initiative and solutions for decent work, and the recommendations for the south-south and triangular cooperation.

The exchange of the practices among the cities from Morocco, Tunisia, Lebanon, Spain, Niger, Benin, Senegal, the Ivory Coast, Mauritania and Burkina Faso was an important initiative for UCLG south-south exchange and cooperation. It contributed in widening recognition on the issues of local economic development, decent work, and the importance of intermediary cities in the global agenda.
